Artificial intelligence has moved rapidly from the periphery of higher education into its operational and academic core. Universities now encounter AI not only as a technological development, but as a governance challenge that affects teaching, assessment, research, administration, student support, and institutional legitimacy. In 2026, the central question is no longer whether universities should engage with AI, but how they should govern it responsibly. Recent international guidance has emphasized that AI in education must be approached in a human-centred way, while emerging evidence from higher education shows that institutions are increasingly drafting AI guidance, reforming assessment, and investing in AI literacy rather than relying on prohibition alone.

Universities have historically served as institutions of knowledge production, ethical reflection, and public responsibility. In periods of major technological change, they are expected not merely to adopt new tools, but to interpret their meaning, set standards for their use, and protect the integrity of academic life. Artificial intelligence intensifies this responsibility because its effects are simultaneously pedagogical, administrative, epistemic, and social. AI can support teaching design, automate routine workflows, strengthen accessibility, and enhance research productivity. At the same time, it raises serious concerns regarding academic integrity, bias, privacy, unequal access, transparency, authorship, and the reshaping of human judgment within institutional processes.
For universities, governance is therefore not a secondary matter added after adoption. It is the architecture through which AI use becomes acceptable, contestable, and accountable. Effective AI governance must go beyond technical compliance. It must define institutional principles, allocate responsibility, clarify permissible use, redesign assessment practices, build staff and student competencies, and establish processes for review and redress. In this sense, AI governance is best understood as a strategic and ethical capacity rather than a single policy document.
This article argues that universities should approach AI governance through a balanced model that protects academic values while allowing innovation. Such a model should not be based on moral panic or technological enthusiasm. Instead, it should be grounded in institutional responsibility, proportional oversight, educational purpose, and a clear recognition that governance failures in universities have consequences not only for internal efficiency but also for public trust.

From an institutional perspective, universities are not simply technology users; they are norm-producing organizations. Institutional theory suggests that organizations seek legitimacy by aligning with professional expectations, regulatory developments, and broader social values. This is especially relevant for AI governance. Universities are under pressure to innovate, but they are also expected to safeguard fairness, quality, and accountability. As a result, AI governance is shaped both by internal academic culture and by external pressures from governments, quality agencies, professional bodies, and society. The growth of formal AI guidance across higher education reflects this search for legitimacy and coherence. UNESCO reported in 2025 that nearly two-thirds of surveyed higher education institutions linked to UNESCO Chairs or UNITWIN networks either already had AI guidance or were developing it, while later UNESCO reporting in 2026 indicated that only a minority had formal AI policies fully in place, suggesting that institutional commitment is growing faster than policy maturity.
A second useful lens is the ethics of responsibility. Universities have always managed tensions between freedom and control, autonomy and accountability. AI sharpens these tensions because it can widen institutional capability while obscuring responsibility. Automated or AI-supported decisions may appear efficient, but efficiency alone does not justify educational legitimacy. Ethical governance requires that universities ask not only what AI can do, but what it should do, under whose oversight, and with what safeguards. AI governance intersects directly with this logic. If students use AI in learning and assessment, universities must determine what constitutes legitimate assistance, how learning outcomes can still be assured, and how authenticity can be evaluated. If staff use AI in teaching preparation, advising, admissions support, or research administration, institutions must ensure that professional judgment remains meaningful and that sensitive decisions are not delegated without scrutiny. Governance, therefore, is part of the evolving quality infrastructure of the university.

One of the most visible drivers of AI governance in universities is the transformation of assessment. The early response in many contexts focused heavily on detection and restriction. This does not mean that integrity concerns are overstated. On the contrary, AI has complicated traditional assumptions about authorship, originality, and independent performance. Students can use AI tools for brainstorming, language refinement, coding support, summarization, or full-text generation. The governance challenge lies in distinguishing legitimate academic support from forms of outsourcing that undermine learning outcomes. Universities that respond effectively tend to define use categories with greater nuance: prohibited uses, declared uses, guided uses, and expected uses. Such differentiation is more educationally defensible than blanket bans because it aligns AI rules with disciplinary context, level of study, and task design.

There is also an equity dimension. AI governance is often discussed as though all members of the university encounter the same tools under the same conditions. In practice, this is not the case. Students differ in digital fluency, language background, disability status, device access, and capacity to evaluate AI-generated outputs critically. Staff differ in workload, training, and confidence. Institutions differ in resources and infrastructure. Governance should be iterative, evidence-informed, and open to correction. This is not a weakness.
